This paper intends to inform DNV clients and other interested parties about potential consequences of the introduction of various international and regional regulations, specifically the EU Directive 2005/33/EC and new sections of the California Code of Regulation title 13/17. Both regulations set forth limitations on the sulphur content of marine fuel used in specified areas (EU ports and Californian waters).

Both the EU Directive 2005/33/EC and new sections of the California Code of Regulation title 13/17 set forth limitations on the sulphur content of marine fuel. The properties of low sulphur fuel pose numerous challenges related to the operation of diesel engines, boilers and associated fuel supply systems; low viscosity, lubricity, acidity and flashpoint to name a few, which means that many vessels in operation need to be modified in order to burn this fuel type.

DNV has prepared a technical paper which provides both a technical overview, and gives information about how DNV can support the Ship Owner, Operator or Manager with these issues.

The paper comprises of a technical part with an overview of issues and challenges, a discussion on possible operational con-sequences, as well as general recommendations.

Further, the paper includes information regarding how DNV can support the Ship Owner, Operator or Manager by specifying:

  • Class requirements with respect to approval and survey of modifications to machinery/ fuel system

  • Requirements for issuing a “Statement of Class approved retrofit plan”

  • The scope and benefits of the notation ECA(SOx)

  • An overview of the advisory services offered by DNV.
